A fitting frame is the vehicle specific base that replaces the standard seat runners. The seat then mounts to it, directly or on side mounts, and the frame is what decides your final seat height and how far back you can sit.
The runners are included
The sliding runner comes with the frame rather than being an extra, so you keep fore and aft adjustment.
Check that against the other quotes you have. Sparco, Planted, OMP, Recaro and Corbeau all charge for the runner on top, which means the frame prices are not comparing the same thing until you add it in.
What changes when the standard seat comes out
An E90 seat is heavy, electrically adjusted on a lot of cars, and tied into the airbag and occupancy sensing. Taking it out has consequences beyond the bolts, so work out what the car needs before you start rather than after the seat is on the garage floor.
